The 25th Congress of the General Association of Korean Residents in Japan was held in Tokyo on May 28 and 29, 2022.
The Chongryon Congress is held regularly every four years, and its 25th Congress was attended by 1,500 compatriots’ delegates from its organizations concerned all over Japan.
General Secretary Kim Jong Un’s letter to those attending the Chongryon 25th Congress entitled "Let Us Open a New Era of Rejuvenation of Chongryon by Enlisting the Inexhaustible Strength of the Compatriots of Various Social Strata" was read aloud by Nam Sung U, vice-chairman of the Chongryon Central Standing Committee.
General Secretary Kim Jong Un said in the letter as follows: “Whenever the congresses of Chongryon were held, the great Comrades Kim Il Sung and Kim Jong Il, founders and builders of Chongryon, would send letters of congratulation, clarifying the road ahead of the movement of Koreans in Japan and blessing the happy future of the compatriots in Japan. True to their idea of the Juche-based overseas compatriots' movement and their guidance, officials of Chongryon and other compatriots in Japan have climbed a ‘high mountain’ of the cause of patriotism whenever a congress has been held while overcoming all sorts of difficulties in an alien land.....I hope that the congress will become a milestone for a great change in advancing towards a higher goal of a new heyday in the movement of Koreans in Japan.”
Also introduced in the Chongryon 25th Congress were congratulatory messages and the like from the DPRK’s organs, bodies and activists as well as its overseas compatriots’ organizations, world friendship groups and the ROK people in various walks of life.
Similarly in the congress, people from the political parties, social bodies and friendship groups in Japan made congratulatory addresses.
Expressing his congratulations on the holding of the Chongryon 25th Congress, Dr. Ogami Ken-ichi, secretary general of the IIJI made a guest address.

On the occasion of the 25th Congress of Chongryon, allow me to address you and your esteemed General Association of Korean Residents in Japan, on behalf of all the members of the International Institute of the Juche Idea, of the Mexican National Committee for the Coordination of Studies of the Juche Idea and the Mexican Committee for the Study of Kimilsungism-Kimjongilism, the warmest congratulations and my best wishes.

“I cordially congratulate you on the success in the 25th Congress of the Chongryon, and thank you for inviting me to this significant occasion.
I would like to say that if President Kim Il Sung is the Sun, the Chongryon is the Moon lighted up by the Sun. I got to know President Kim Il Sung through your Chongryong. It was the Chongryon that encouraged me to firstly visit the homeland of Juche, and with your cooperation I was able to step on the ground in Pyongyang. Through visiting the DPRK, I got to understand that President Kim Il Sung was a person who had deep love and trust in the world people.
I was just a university student in my twenties when I was received in audience for the first time by President Kim Il Sung in April 1975. He gave me an encouragement by saying that ‘the Juche idea is still a small fire but this is a correct idea so it will spread and win a victory over the world just like a single spark becomes a field ablaze in the future. Let us cooperate with each other and do our possible best to meet the demand of the world people aspiring to the Juche idea.’
I was deeply moved to get to know the sentiment of President Kim Il Sung who intended to disseminate the Juche idea for the good of the world people.
With a lot of cooperation of Chongryon, the inaugural congress of the International Institute of the Juche Idea was held grandly in Tokyo on April 9, 1978 with the attendance of some 800 from ten countries. Nowadays, the Juche idea has been being supported by those who aspire to independence and peace and being spread widely in the world.
Looking back on those years, it can be said that those are the courses where the study and dissemination of the Juche idea was on its way in progress with a single-minded unity of the great leaders, Chongryon, the International Institute of the Juche Idea and the world people.
With the pride deep in my mind that I have conducted the study and dissemination of the Juche idea in an integral manner, I shall continue to advance along the path of Juche together with the DPRK headed by General Secretary Kim Jong Un and you from the Chongryon onward to the end as in the past.”(Summary)

I am very happy to learn that the General Association of Korean Residents in Japan (Chongryon) is holding its 25th Congress on the 28th and 29th May 2022.
For the last almost seven decades, since its foundation on May 25th 1955, the Association has been doing tremendous appreciable work to protect the civil rights of the Korean residents in Japan, realisation of the peaceful reunification of the Korean Peninsula, contribute for the prosperity of the DPRK and so on and so forth.
I am sure that the Association will take new steps and form new policies to successfully realise the above objectives.
